Korean pronunciation is really difficult, subtle and confusing. Seoul isn’t pronounced -exactly- like “soul”, and there’s more sounds than can be expressed using the English alphabet, which means it’s really hard to explain here.
It’s not exactly an “uh”. This is one of the places where English doesn’t have the exact sound to capture another language’s letters. “seo” is somewhere between “sah” and “soh”, and is a really hard vowel to say. I would say that “Seoul” is pronounced “soul” because of the large number of English speakers that are unable to make the wierd, neither ah nor oh, vowel sound of “eo”. “ul” should be pronounced “ool”
